本課題の目的は，日本と同様に小規模稲作経営体が多いタイ東北部において設立が進んでいる水稲作営農組合に着目し，日本とタイの営農組合の類似点と相違点から，小規模稲作農業の将来を展望しようというものである．本年度は終盤にかけて海外渡航規制が緩和されたため，初年度（前年度）に実施できなかったタイ東北部での調査を3月に実施した．また，農林水産省から入手した農林業センサスオーダーメード集計データの分析により，富山県における法人経営体の組織や営農実態の定量評価を進めた．タイ現地調査では，東北部のコンケン県に設立された水稲作営農組合のうち14組合を訪問し，営農実態についての聞き取りを行った．その結果，タイの水稲作営農組合は，日本では20年以上に設立が進んだ機械利用組合の一種であり，作業や経営の統合にまでは至っていないことが明らかになった．反面，機械購入のための政府補助金300万バーツの受け皿として設立当初から例外なく法人化されており，積極的な運営を行う組合では，組合員から株式の形で出資を募るケースが多い．また，政府による組合設立事業が実施される以前から，同じく政府の支援により村落内で共同実施していた有機米栽培や充足経済などの事業を組み合わせて多角的な経営を進めている組合も見受けられた．農林業センサスデータの分析からは，農事組合法人や株式会社といった法人農業経営体の組織や営農の方向性が富山県内でも市町村によって大きく異なり，農業関連作業で生計を立てる「主たる従事者」の確保に向けた方向性にも差異があることが示唆された．
