森林再生はフィリピンの森林政策の最重要課題であり続けている。本研究は、同国が長年植林政策に取り組みながら目的を達成できずにいる根本原因を産業政策からアプローチすること、すなわち、植林政策失敗の根本原因は、素材生産から木材加工までのサプライチェーンを衰退させた歴代政権の木材産業政策にあるのではないかとの問題意識に基づき、歴代政権の木材産業政策の内容、決定プロセス、背景を探究することである。フィリピンでの関係官庁や関係者への聞き取り調査が必須であるが、まずは文献調査を進めている。初年度の2021年度、22年度とも木材産業業界誌（1955年創刊、2002年廃刊の' Philippine Lumberman'）及び木材産業組合会誌（1934年組織発足）の既に収集した各号から木材産業政策などの関する記事を抽出し、内容を整理する作業を進めている。両文献ともに木材産業興隆期から衰退期までをカバーしているため、本研究における重要文献である。木材産業業界誌全約400号のうち、約７割の収集を終えている。木材産業組合会誌は近年度分を収集しているが、多くが未収集である。歴代政権時の木材産業政策関係の公文書の収集はこれから行わなければならない作業である。歴代政権の木材産業政策を理解するためには、木材産業政策を同国の工業化政策に位置づけることが重要である。そのため、同国の工業化政策についての既往研究の調査も同時に進めている。歴代政権の工業化政策、同国に特徴的なファミリー・ビジネスと政治との関係（木材産業は中華系ファミリー・ビジネスとの関係が深い）、中小企業（木材産業の事業規模はほとんど中小である）の位置づけなどに関する既往研究に調査を進めている。木材産業（製材、合板、家具など）への理解を深めるために、日本の木材産業に関する文献調査も進める必要があるが、これらの文献収集を始めたばかりである。
