项目摘要

本研究課題は、過疎地域の復興において重要なアクターとなる関係人口に焦点を当て、従来の関係人口論では不足している以下の3点の解明を目的としている。①災害後の関係人口の広がりを把握し、外部者ネットワークの構造を量的に明らかにする。②地域住民と外部支援者との長期的なかかわりを質的に記述し、地域の変容過程を明らかにする。③外部者（よそ者）の介入によって地域内で不可視化されていたアクター（はれ者）を巻き込んだ地域の主体化の過程をアクションリサーチの手法を用いて明らかにする。これまでの研究では主に②のインタビューならびに③のアクションリサーチを行ってきたため、その2点について詳述する。②については、フィールドである愛媛県西予市野村町で2018年の西日本豪雨での復旧復興にあたった住民ならびに被災された方々にインタビューを行い、被災後のタイムラインを整理し、それぞれのフェーズでの復興感を聞き取った。また、各フェーズでの外部支援者とのかかわりについても確認した。③については、2020年から行ってきた一般社団法人NEOのむらの活動を継続し、2022年度一年間で4回の講座をおこなった。なお、この講座は愛媛県主催のえひめ南予きずな博の一環として「がいなんよ大学」と銘打っておこなった。また、日本酒「緒方洪庵」プロジェクトも3年目を迎え、今年度からは会員制度も取り入れ、お酒を媒介としたネットワークづくりに寄与している。これらの実践をもとに、さまざまなアクターを巻き込んだ地域復興のポイントが整理されつつある。
