2019年に発生したCOVID-19によるパンデミック後の新興感染症対策の再構築について検討する本研究の目的である。初年度の2022年度は、COVID-19後の通知や法改正等の整理を行なった。再構築に向けた国の動きとして以下のものがある。（１）医療法関連：　医療計画の６事業目として「新興感染症発生・まん延時における医療」が追加され、2023年3月20日、第８次医療計画等に関する検討会において、「意見のとりまとめ（新興感染症発生・まん延時における医療）」が発出された。2009年の新型インフルエンザ発生後の再構築時との大きな相違点として、都道府県と医療機関等が協定を締結し、新興感染症に備える点が挙げられる。（２）感染症法関連：2022年１２月9日に感染症法等が改正された。本改正は、国及び都道府県よる総合調整、都道府県連絡協議会の設置、第一種・第二種協定指定医療機関の新設、公的医療機関等の医療措置協定、基本指針及び予防計画の改訂、IHEATの法定化、感染症対応等を行う医療チームの法定化など、新型コロナウイルス感染症への対応を踏まえ、規模の大きな改正となっている。今後、基本指針が発出され、それに基づき都道府県等は、予防計画を改定することとなる。保健所設置市においても予防計画を策定する必要があること、数値目標を定める必要があること、など予防計画も大幅に変更されることが想定される。（３）このほか、日本版CDC創設に向け、内閣感染症危機管理統括庁や国立健康危機管理研究機構をつくるための法改正が進められている。

The purpose of this study is to discuss the reconstruction of emerging infectious disease strategies after the outbreak of COVID-19 in 2019. In the first year of 2022, the notification and legal correction after COVID-19 were carried out. The next step is to construct a new structure. (1) Medical law related: 6 business items of medical plan were added,"Emerging infectious disease occurrence·delayed medical treatment" was added, March 20, 2023, the 8th medical plan related review meeting was held, and "Opinions on (Emerging infectious disease occurrence·delayed medical treatment)" was released. In 2009, when the new type of infectious disease was born, it was necessary to re-construct the disease. The agreement between the government and the medical institutions was concluded. The new infectious disease was prepared. (2) Infectious disease law connection: December 9, 2022, infectious disease law and other corrections. This correction includes the comprehensive adjustment of the national and provincial governments, the establishment of the prefectural liaison agreement committee, the establishment of new medical institutions designated by the first and second agreements, the revision of medical treatment agreements for public medical institutions, basic guidelines and prevention plans, the legalization of IHEAT, the legalization of infectious diseases, etc., the legalization of medical institutions, the regulation of new types of infectious diseases, and the correction of large scales. In the future, the basic guidelines will be revised. The health care center sets up a plan for prevention. The plan is necessary. The plan is necessary.
