初年度については、読み聞かせ動画教材の制作準備のため、小学校、図書館や研究者への聞き取り調査を実施した。特に読み聞かせの仕方、ストーリーの作成については、読み聞かせ活動を山口県内で展開している元山口大学教授・林伸一氏（日本語教育専門）から助言を得られた。その際に、紙芝居型、ストーリーテリング型の相違と魅力ある教材について多くの示唆を得た。また、日本語・英語学習とコンテント（教科学習及び適応学習）を取り入れた教材開発のためのシラバスを作成し、SDGｓに関わる内容、算数学習に関わる内容、適応学習に関わる内容を取り入れたストーリーを作成した。また、アプリケーションソフトウェアの種類と性能調査を実施し、音声編集、静止画編集・加工からのアプリケーションの性能比較した。そして、教師用端末用は教育現場の様々なニーズに対応するためのもの、児童用端末用としては、家庭学習時における活用を想定し、ファイル容量、ユーザーアカウントの登録等について検討し、使いやすさを追求したアプリケーションを選定し、試行した。そして、２０２３年度から本格的な教材開発に進む前段階として、動画の素材となる画を製作するための環境整備を行った。使用アプリケーションについては、表現方法、操作使用感、データ書き出し等の観点から検討を行っている。いくつかの候補を試用し、研究協力者の使用感などの意見も参考にして「Clip Studio Paint 」を主に使用し、試作を行っている。
