项目摘要

本年度は、コロナ禍により各地の文書館等の資料保存機関に行きにくかったため、まず、従前に収集した史料をもとに、論文「農商務省初期農政の特質」を執筆した。本稿では、第一に農商務省が編纂した『興業意見』が内務省農政を引き継ぎ、農商務省の将来方針を定めた重要な政策書で、産業を保護奨励するための法規案を掲げたことを示した。そしてこれら法規は維新後に廃止された検束の復活を意味するもので、農商務省はその効力を発揮させるために農家の思想に立ち入ることが必要であると考え、不況という好機を利用して「済急趣意書」により府県に対して勤倹貯蓄の実行を要請したことを明らかにした。第二に農商務省が勤倹貯蓄規約により農家全体に網を掛け、検束して政府の意向に従わせる方法を導入したことを示した。さらに従来、農商務省の設立は「殖産事業縮小の表現」といわれたが、その初期に展開された「農家経済ノ思想」の涵養は、勤倹貯蓄として全国の人々の心の中に浸透し、その生活を検束しようとしたことを明らかにした。第三に農商務省初期の農政の特質として、内務省による種苗・農具等のモノの導入・改良、勧業諸会・農事通信・農区等の制度（システム）の導入に加え、人心の改良策を採用したことを示した。第四に内務省は人間そのものではなく、その周りに存在するモノやシステム＝外面（外側）から農業改良をはかったが、農商務省はこれらに加えて、褒賞と法規（検束）を駆使して人間そのもの、すなわち人間の心＝内面（内側）を直接改良する政策を推進したことを明らかにした。
