项目摘要

本年度は、昭和戦時期から戦後期にかけて土木系技術官僚がどのように地域社会を組織化していったのかという点を明らかにするために必要な史資料の収集・分析を行った。特に、赤木正雄などの砂防系の技術官僚や彼らが結成した団体（砂防協会など）に関する史資料について重点的に収集・分析を進めた。その結果として、彼らが１９３０年代に貴衆両院の議員や地域社会を組織化していく過程を解明することができた。その成果の一環として、関西大学経済・政治研究所の第２５３回セミナー（２０２２年９月７日）で「砂防事業をめぐる「公助」と「共助」－近現代日本の場合－」と題する報告を行った。同報告を行うことによって、１９３０年代に砂防系の技術官僚がなぜ、そして、どのように地域社会を組織化したのか、政治史的に明らかにする見通しを得ることができた。他に、本研究で得られた知見に基づいて、松沢裕作・高嶋修一編『日本近・現代史研究入門』（岩波書店、２０２２年）に、１９８０年代後半以降の日本政治史研究の動向を概観する論考を寄せた。また、栃木県を事例として、ある府県に生まれた者が、政治家や官僚、軍人などになるにあたって、どのような制約を受けるのか、その結果として、どのような言説が生み出されるに至ったのか、試論的に論じたエッセーを公表することができた（「栃木県人であること－××県人であることの政治的意味－」『日本歴史』８９８号、２０２３年）。
