本年度は、秦・前漢初における「郡」の職掌解明を目指して、この時期の重要史料たる岳麓秦簡「秦律令」（湖南大学が所蔵する秦代の竹簡、統一秦の前後の時期の律令が書き記されている）の解読を進めた。戦国時代から統一秦にかけては、「内史」という官が首都圏（おおむね関中盆地に相当）の行政長官であったが、秦が統一戦争の過程でその領域を拡大するにつれて、内史の行政職掌は郡守へと委譲・分割されていく。その過程に関する研究成果の一部を、2022年5月14日にハイデルベルク大学で開催された国際ワークショップにおいて、Territorial Expansion and Institutional Reform in the Warring States, Qin and Early Han period と題して口頭発表（オンライン参加）を行った。郡守の職掌を解明するには、これと同格かつ継承関係にあると見られる官である「内史」の特質について明らかにする必要があるため、さらに戦国・秦・漢初の内史について検討を進めた。その成果の一部は、2022年8月31日に台湾・中央研究院歴史語言研究所で開催された国際ワークショップにおいて、「戦国到漢初“内史”問題補論」と題して口頭発表（オンライン参加）を行った。また本発表をもとにした論考が『岡山大学大学院社会文化科学研究科紀要』55号に掲載された。以上の研究を通じて、統一秦においては内史・郡守がそれぞれ首都圏・郡地域の行政長官として相似た職掌を有すること、それが戦国以来の秦の領域拡大という歴史過程の産物であることを明らかにした。一方、内史と郡守の職掌には相違部分もあり、とりわけ司法権については内史のそれが漢初までに失われ、このことが中央官制の変動に結びついている可能性を提示した。

This year, the important historical materials of the Qin Dynasty Bamboo Slips of Yuelu Qin Dynasty and the laws and regulations of the Qin Dynasty before and after the unification of the Qin Dynasty were analyzed. In the period of unification of Qin Dynasty, the chief executive of the capital circle (equivalent to Guanzhong Basin), the chief executive of Qin Dynasty, and the chief executive of Qin Dynasty. A part of the research results related to the process was published on May 14, 2022. Territorial Expansion and Institutional Reform in the Warring States, Qin and Early Han Period was launched. The county magistrate's position is clear, and the same case is inherited. The characteristics of the "internal history" are necessary. The internal history of the Qin Dynasty and the early Han Dynasty is discussed. The first part of the results was published on August 31, 2022 at the Institute of History and Linguistics, Academia Sinica, Taiwan. The topic of "Supplementary Discussion on the Internal History of the State from the Beginning of the Han Dynasty" was published orally. This report was published in Journal of Graduate School of Social and Cultural Sciences, Okayama University, No. 55. The above study is the product of the internal history of the unified Qin Dynasty. A party, internal history and county magistrate's position are contrary to each other. The judicial system is not correct. The possibility of the central government's change is suggested.
