本研究の目的は、水産資源変動を契機とする18世紀後半のスウェーデンにおける漁業支援政策の構想と実施展開について漁業補助金制度に注目して究明することにある。2022年度の研究実績は、以下二点に集約される。第一に、漁業基金ならびに漁業代表団の議事録等の史料、そして漁業関係法令の法史料の収集と分析に着手し、一定の知見を得たことにある。スウェーデン漁業の発展を目的として18世紀中葉から行われた漁業基金・漁業補助金制度の概要を把握したことに加えて、補助金の拠出要件などについても確認することができた。また、コロナ禍に伴う渡航制限によって閲覧できていなかった漁業基金の帳簿について、2023年の2月下旬から3月中旬にかけてスウェーデン国立文書館に赴き、史料の一部について閲覧・撮影してきた。この帳簿史料は膨大であり、今回の渡航において全てを撮影することができなかったため、次年度以降も調査及び分析に注力する予定である。第二に、特権捕鯨会社であったグリーンランド会社に対する補助金政策の展開過程とその帰結について検討した論文を査読誌に投稿し、掲載されたことにある。スウェーデンでは、18世紀半ばから捕鯨奨励施策が行われ、1774年から1787年にかけて活動していたグリーンランド会社に対して漁業補助金による財政的な支援が行われていた。同社に対する財政支援の実態を詳らかにすることに加えて、支援を受けながらも解散してしまった理由について明らかにした。これらの研究活動に加えて、漁業史・環境史ワークショップを開催することで、関連分野の研究者と議論する場を設けて、本研究課題の進展に資する議論を行い、現在の研究展開について一定の手応えを確認することができた。

The purpose of this study is to investigate the development of fishery support policies and fisheries subsidy systems in the second half of the 18th century. The research results for 2022 are summarized as follows: First, the collection and analysis of historical materials such as the proceedings of the Fisheries Fund and the Fisheries Representative Group, etc. The purpose of fishery development was to establish a fishery fund and fishery subsidy system in the mid-18th century. In late February and mid-March of 2023, the books of the Fishery Fund were published in the National Library of Literature, and a section of historical materials was published in the Library of Literature. The historical records of this book are expanded, and the current navigation period is fully reflected. The next year, the attention will be paid to the investigation and analysis. Second, the development process of the grant policy and the conclusion of the investigation and discussion of the papers submitted by the special whaling society are disclosed. From the 18th century onwards, whaling was encouraged, and from 1774 onwards, from 1787, whaling activities were supported by financial assistance for fisheries subsidies. The status of financial support for the same company is detailed, and the reasons for its dissolution are clear.
