研究初年度にあたる本年度は、フィリピンICT産業開発政策は何を契機に構想され、どのような知的労働者像を創造しようとしたのかといった歴史的背景を扱った。具体的には、1992年以降のラモス政権（1992-1998）からアロヨ政権（2000-2010）までの18年間を対象とし、フィリピン経済自由化を推進するためにICTの規制緩和が行われた軌跡を追った。フィリピンにおいて新自由主義的政策が取り入れられるようになったのは、規制緩和を推し進めようとしたラモス政権以降である。しかし、より重要な点はラモス期とアロヨ期の経済政策における連続性である。フィリピン初の総合的IT国家戦略「21世紀に向けた国家情報技術計画」には、OECDが提唱した『知識基盤経済』（1996）が大きな影響を与えている。これはラモス期で完成されたわけではなく、むしろラモス期が契機となって、アロヨ大統領期に引き継がれ、IT情報化社会で主導的な役割を果たす知的労働者の人材育へと拡大していくという特徴が浮かび上がってくる。これはまさに、外資系コールセンター産業の招致と連動した開発ビジョンが両政権下で展開されていたことを示唆する。また、同時に国民の英語力の商品化がフィリピン国家経済戦略の要諦であったことも、文献資料から明らかになった。アロヨ期には教育言語政策において、英語回帰ともいうべき展開がなされるなど、ラモス期とアロヨ期の特徴（共通性と差異）を析出することができた。コロナ禍の影響によりフィリピンの図書館での現地調査が若干影響を受けたが、これは2年目の計画を前倒しして行ったものであり、全体の進捗には全く問題はない。
