本研究の目的は、インバウンド観光が日本における地域の労働市場に与える影響を分析することである。特に国内労働市場における派遣労働などの不安定な雇用形態の労働部門に労働力を供給してきた沖縄県に焦点を当て、インバウンド旅行者の増加による観光分野における労働需要の高まりが同県の自律的な雇用、とりわけ若年層の雇用創出に貢献しうるのか、そして一方で、感染症の影響によってインバウンド旅行者数が大きく減少した状況が、同県の労働市場にどのように影響しているのかについても検討することにした。本年度の調査においては、2008年以降の沖縄県における県外就労の状況を把握することにつとめた。2008年にはリーマン・ブラザーズ・ホールディングスが経営破綻し、連鎖的に発生した世界金融危機（いわゆる「リーマンショック」）の影響で日本の景気も急激に後退した。その結果、それ以前に沖縄県の若年層の労働市場の一角を占めていた契約・派遣・季節労働の県外からの求人が大幅に減少していると考えられた。そのため、まずはこの景気後退後の労働市場の動向を明らかにする必要があり、この点について沖縄県内の職業安定所にて職員より聞き取り調査を行い、関連する統計資料を収集した。この調査の結果、以下の点が確認された。まず、沖縄県ではかつては公的機関も契約・派遣・季節労働等の県外就労を推進するような状況にあった。しかし、リーマンショック後の県外求人の激減を受け、方針転換が図られることになった。その際に、県内の雇用機会の増加の推進力になるのは観光業であると認識されており、インバウンド旅行者の増加もあり、観光を通じた雇用拡大に注力されることになった。
