日本では、子どもの貧困の要因の一つである父母の離婚後の養育費の未払いや支払の遅延問題等を改善するために、離婚法制の改革が強く求められている。その改善策の一つとして、離婚手続時の養育プログラム制度の導入が考えられる。本研究は、日本と類似する社会的・文化的背景を有する韓国・台湾・シンガポール等のアジア諸国（地域）の離婚時の養育プログラムに着目し、日本での導入に向けた政策提言を行うための国際比較を行うことを目的としている。本研究の遂行にあたり、研究代表者、研究分担者および研究協力者は調査対象国別につくっている4つの研究グループ（複数のグループに属する場合もある）に配属され、日常的な研究活動はこれらのグループ内で実施する方式をとっている。具体的には、各国の離婚をめぐる状況、現行の離婚法制や養育プログラムの内容、現行制度の課題と改正の動き、司法の関与等にかかる調査を各グループが担当する。研究代表者と研究分担者および研究協力者は外国法制研究会のメンバーであるため、そのオンライン研究会を通して、各研究グループの進捗状況の共有および研究遂行にあたっての課題を全員で共有する。加えて、各グループの報告に基づき、さらに調査および検討すべき点を全体で見いだす形をとる。外国法制研究会の研究会は月例で開催されており（オンライン）、2022年度はそのうちの複数およびの研究会を使って検討を行った。当初の予定通り、2022年度は研究代表者、研究分担者・研究協力者の全員が属している日本グループでの活動が中心となり、日本の離婚法制にかかる先行研究や文献を調査するとともに、実務（研究協力者）から見える諸々の課題を検討しながら、問題点の抽出をはかった。加えて、2022年9月と2023年2月に台湾の家族法の研究者との研究交流（対面およびオンライン）の機会を得たため、台湾の離婚法制に関する知見も得ることもできた。
