不動産業関連他各業種現役世代から知見を得るため「建築協定の効用とその運営における現代的諸課題」（於学士会YELL）をテーマとする報告を行った（制度概要、建築協定運営委員会の実践、法的・実際的諸問題等）。重要な指摘としては、①協定地区は独身者に縁がない地区ばかりではないか。②商工業地区の状況等についての調査不足等である。そこで以下の現地調査を行った。１．神奈川県秦野市及び伊勢原市全地区の現地調査最も土地勘があり、現在拠点とする大阪府と比較しつつ行い、次の成果を得た。①女性の認知度が極端に低い。一般的傾向として協定地区滞在時間が男性より長い場合、女性認知度向上が違反防止の鍵となりうる。②共同住宅等の用途を認める地区もある。必ずしも独身者に縁が無い地区ばかりではない。③店舗営業を認める地区も相当あるが、実際の店舗は多くない。駅から離れた利便性の高くない地区が多いことが原因だろう。逆に駅に近い地区にはそれなりに店舗がある。利便性は人口の還流と関係し、地区が高齢化する程、空地空家問題が顕在化するだろう。将来的な開発姿勢が問われる結果である。④全地区に更新時に過半数の反対が生じない限りの永久自動更新条項があり、且つ「以後も同様とする」の文言がある。府内はここ10数年同様の条項を認めない。そのことが全国共通の運用ではない点が重要であり、また上記文言の有無の取り扱いを調査する必要がある。２．建築協定を特徴的景観維持等のために利用する商業地区の調査具体的には野幌商店街（煉瓦造の商店街の景観維持）である。伝統的景観の維持手段として建築協定を１つの選択肢として与えることができる。こうした利用には①行政の支援、②協定非加入者の受け皿として建築協定より緩い紳士協定を締結、③粘り強い対話により理解を得る努力等がなされていた。
