本研究は言論の自由が保障された社会において、個人が公共政策に関する自身の意見の表明を控える「自己検閲」をテーマとして扱っている。自己検閲の動機の一つとして、メディア上の誹謗・中傷等への恐れや、マスコミ批判のリスク回避などが考えられるが、その具体的な性質と程度は十分に解明されていない。そのため、日本の文脈において、①公共政策に関する言論の自己検閲とその動機にはどのような種類があるのか、②誰がどの程度そのような自己検閲をする傾向にあるのか、③誹謗・中傷等の抑止施策によって自己検閲行為を軽減できるのか、の問いを実証的に検証することを目的とする。そこで本年度は①と②の問いに答えるため、これまでの自己検閲の動機に関する理論と過去の実証研究の結果をレビューし、それらを踏まえて社会が直面する課題や、政府や自治体の政策（社会課題への取組みや、国民・市民に提供されるサービスに関わる方針や内容）に関する言論と自己検閲に関してアンケート調査を実施した。当初の予定ではインターネット調査を実施しデータを回収する予定であったが、代表性の高いサンプルを得るため、地点と世帯の無作為等間隔抽出法を採用し質問紙を使った全国オムニバス訪問留置き調査を利用し、１２００人から有効回答を得た。アンケートはクローズド型設問とオープンエンド型設問を使い、前者によって様々な場面における自己検閲の傾向を計量化し、後者によって探索的に自己検閲の動機や種類等を抽出した。
