项目摘要

本年度は作成した市長選挙データをもとに、新聞記事で保守分裂の記述がみられる事例の一部について分析を行った。その結果、分裂の要因については政策をめぐる対立の他に、地元国会議員と地方議員の対立、過去の中選挙区時代の議員系列間の対立の残滓といったものがこれまでのところ見受けられる。中選挙区時代の対立については、衆議院の選挙制度が小選挙区比例代表並立制に変わってから久しい。だが、当時を知る者が政治家や有権者に多くいることや、都道府県議会や市町村議会については選挙制度が従来のままであることを考えると、影響が現在にでも及び得ると考えられる。分裂の要因は地域によって様々だが、共通しているのは、知事選挙を扱った先行研究でも指摘されている通り、調整役となる政治家がいないということである。あるケースでは、それまで選挙区内の市長選挙で候補者調整を行っていた自民党のベテラン衆議院議員が引退し、調整役がいなくなったことで分裂選挙となっていた。後継の自民党衆議院議員はいるものの、国会議員としての地位だけでは調整役としては不十分であることが窺える。また、知事選挙で見られた国会議員と地方議員の対立が、市長選挙でも見られることから、国会議員と地方議員の関係が変質し、それが地域の権力構造の変容をもたらしている可能性がある。
