近年の欧州諸国は、メンバーを抽選で選ぶミニ・パブリックスに国政レベルのテーマの審議を託すなど、抽選民主主義の「新時代」にある。メンバーを抽選で選出する熟議体はミニ・パブリックスと呼ばれ、1970年代初頭の米・西独でその試みが始まったが、近年では欧州諸国の国政レベルにおいて、その存在感を示している。他方フランスの住区評議会制は、人口8万人以上のコミューン（市町村）に都市内分権組織の設置を義務づける市民参加制度であるが、その制度設計を一任された当該コミューン議会が、この組織を自治体予算の編成から排除するなど、従来からその限界性が指摘されてきた。しかし近年、これらの組織を通じてミニ・パブリックス（抽選制熟議体）や参加型予算（予算編成に市民が参加）を実践している自治体も登場している。以上のことを踏まえ、本研究の目的は、フランスの市民参加制度の実施状況を俯瞰するとともに、とりわけ法定の都市内分権組織である住区評議会の枠組みを活用して、ミニ・パブリックス（抽選制熟議体）や参加型予算を実践している都市自治体の先進的事例を、現地調査研究を通じて収集・分析するなかで、より実効的な市民参加制度のあり方を探求することにある。本研究では、その事例研究における最初の対象地域をフランス南東部の地方都市アヌシー(Annecy)に定めて、調査研究を開始している。2020年春の全国一斉コミューン議会選挙の結果、アヌシー市では市政担当者の交代（中道右派から環境保護派へ）が起こり、この新市政は、選挙公約に従い、「市民参加改革」を実行に移すとともに、前市政下で設置された住区評議会についても、抜本的な見直しをおこなった。同市では、2021-2022年のおよそ1年間、市が設置した暫定住区評議会（合計で240名のメンバー）において審議がおこなわれ、住区の数や地理的区画の再定義をおこない、「住区評議会憲章」（2022年4月）が制定されている。
