本研究は、日本と米国における地方政府の選挙制度と執政制度が当該地方政府の政策決定にどのように影響を及ぼしているかを明らかにするものである。研究代表者は、2022年度には、アメリカ国内の一部自治体で採用されている議会支配人制度についての先行研究について文献調査を進めた。また、同制度を採用しているカリフォルニア州オールバニー市（人口約2万人）における議会運営や議事についての資料収集を行うとともに、2名の（元）市議会議員にインタヴューを実施し、議会支配人制度における議会・議員の役割についての示唆を得た。同年度の業績としては、『自治日報』2022年5月2日・9日（合併号）及び『自治日報』2022年11月11日付に掲載された小論、そして『地方議会人』2022年11月号の巻頭言が挙げられる。これらにおいて論じたのは次のとおりである。第一に、カリフォルニア州オールバニー市の議会に関する規則（City Council Procedures &　Policies）に規定されている内容は、日本の一部の自治体で制定されている議会基本条例とそれほど違いがないことである。とはいえ、第二に、同規則では、秘密会開催の要件が明確に定められており、職員人事に関する議事を扱う場合や同市が抱えている訴訟案件について議論する場合がそれに該当することである。そして第三に、議員選挙において推薦者を得る必要性や月額300ドルの報酬しかないにもかかわらず議員としての職務にやりがいをもつ実態を、議員インタヴューの内容から明らかにした。

This study focuses on the influence of election system and ruling system of local government in Japan and America on the policy decisions of local government. The research representative will conduct a literature survey on the adoption of the parliamentary governor system in one of the autonomous regions of China in 2022. The same system was adopted in the city of Nishiki (population: about 20,000), and the data collection of the parliamentary operation and proceedings was carried out in the city of Nishiki. Two (yuan) city council members were carried out in the same system. The parliamentary controller system was adopted in the city of Nishiki. The results for the same year were published in the "Autonomous Daily News" on May 2 and 9, 2022 (consolidated number) and the "Autonomous Daily News" on November 11, 2022.これらにおいて论じたのは次のとおりである。The first is the City Council Procedures & Policies, which stipulates the contents of the Basic Regulations of the Parliament of Japan. In the second place, the same rules, secret meeting opening requirements, clear, staff personnel related to the discussion of the occasion, the same city, litigation cases, discussion of the occasion. Third, the need to elect a member of parliament to recommend a salary of 300 dollars per month, the status of the member of parliament, and the content of the member of parliament.
