日本復帰後も沖縄県には米国の「施設」と利用可能な「区域」がほとんどそのまま残されたことから、沖縄返還とは何だったのかという疑問が提示されている。 そのなかで、1972年5月の「返還」までに確かに解体されたのが、米国の統治組織だった「琉球列島米国民民政府（USCAR）」（以下、「米民政府」とする）である。本研究は、この統治組織の解体過程に着目することで、1）米国政府はそれまで米民政府が担当していた統治業務をどのように仕分けし、日本政府および沖縄県に移管しようとしたか。2)さらに、その中で日本側に移譲されなかった業務は何だったか。この2点を米国側の一次史料に基づき解明することを目的としたものである。初年度にあたる2022年度は、「沖縄返還」から50周年の年であることから、日本全国で沖縄の「日本復帰」に関する「記念イベント」が開催される運びとなった。その関係で、「沖縄返還」について琉球列島米国民政府の文書から見えてくる視点を雑誌論文と学会報告で発表する機会を得ることができた。沖縄返還については近年、日本側の外交史料公開が進み、日米政府間レベルの交渉過程が日米双方の史料で明らかになりつつある。 このような国家間交渉の進捗を見据えながら、本研究は、在沖縄の高等弁務官のもとで統治業務の日本への移管に関する仕分け作業を担当した米民政府の解体過程を記録した文書類に着目し、対日交渉の開始前に、米民政府が担当していた「統治」業務をどのように日本側に移管すべきかについて具体案を作成していたことを明らかにした。さらに、米国側の記録によれば、米国が返還後も日本側に移譲しなかった統治業務が存在した。これは、日本側の史料だけでは見えにくかった部分であると言える。米民政府の役割は米軍の支援だったが、それだけでなく、外交、地方行政、公共事業運営まで広範かつ雑多な業務を担っていたことが明らかになった。
