本研究は、申請者がこれまで実施してきた「崩壊国家」ソマリアを中心とした北東アフリカ地域の国内政治と国際関係の近年加速化する変容を、広域の「アフリカの角」（Greater Horn of Africa）における国際関係の再編過程としてとらえ、その地域秩序の動態を検討することに焦点を当てるものである。初年度は、「薄い覇権」として特徴付けられる地域としての「アフリカの角」を設定し、過去30年間の時間軸に沿う形でのこの地域をめぐる関係性のダイナミズムとその変遷を俯瞰した。ここでは「アフリカの角」地域の域内に関わる動きに加え、紅海を挟んだ湾岸諸国や中東国際関係と連動する動き、さらには、中国、アメリカといった「グローバル・パワー」との関係などについて検討を行う作業を行った。「アフリカの角」という地域は、グローバルなレベルにおける国際秩序を考えた場合に、覇権が十分には浸透しておらず、それ故に自由主義的な国際秩序の実現がより難しいと特徴付けられているグローバルな文脈におけるインド・太平洋という地域枠組の一部としてとらえる視座を参照しながら、再検討を試みた。その際、基本的には「冷戦後」とされる約30年にわたる時間軸に沿って検討を行った。こうした検討を通じ、「アフリカの角」地域の安定化に資する何らかの対応可能性があるとすれば、「薄い覇権」に代わるアメリカや中国も含む多国間の何らかの共同枠組みの構築ということになる可能性が提示された。逆に言えば、「アフリカの角」の不安定化の継続は、国際秩序そのものの不安定化を暗に映し出す世界の鏡にもなるという含意を提示した。

This study focuses on the acceleration of the process of restructuring international relations in the Greater Horn of Africa. In the beginning of the year, the "thin" and "thin" characteristics are set, and the Timeline of the past 30 years is set along the shape of the relationship between the region and the relationship between the region and the perspective. This is the first time that the United States has been involved in international relations with the Middle East. The international order is considered in the context of regional, regional and international relations, and therefore the liberal international order is difficult to realize in the context of regional relations. The time, the basic time, the "cold" time is about 30 years. The Timeline is along the line. This paper discusses the possibility of communication and regional stabilization of "undeveloped corner", and suggests the possibility of construction of common structure between countries in China and other countries. In the opposite direction, the instability of the international order is reflected in the mirror of the world.
