内戦下の反政府武装組織（反乱軍）は、しばしば国家機関に代わる独自の領域統治を構築する。本研究は、反乱軍による市民からの徴税活動の有無やメカニズムを明らかにし、それが反乱軍組織や内戦のプロセスに及ぼす影響を実証的に検証することを目的としている。徴税システムの構築は統治者の正当性の確立や統治機構の制度形成の根幹をなすものであるにもかかわらず、反乱軍の経済管理・統制に関する研究の蓄積はほとんどなかった。本研究では、世界各国における内戦事例と反乱軍組織を対象に、彼らの徴税活動に関するデータセットを構築するとともに、それを用いた統計分析によって徴税活動メカニズムやその影響を実証的に検証することを目指している。上記の目的のため、内戦下の反乱軍が、なぜ、またどのように市民から徴税を実施するのかを明らかにするためのデータセットの構築作業を開始した。ここでは、1946年以降の世界各国における内戦事例と反乱軍組織を対象に、彼らの徴税活動の経年変化を学術書・論文、新聞記事、国際機関やNGO等の報告書を参照しながら、産業別にそれらの反乱軍がいかなる手段で、どの程度の税を市民に課しているのかに関する独自のコーディングを行うこととしている。当該年度にはコードブックの作成と試験的なコーディングの実施を行った。研究代表者は学会やその他のワークショップなどの機会を通じて、コードブックに対する助言を得ながらこれを作成し、本格的なコーディング作業に繋げる準備を行った。
