项目摘要

私たちの生きるこの現実社会が環境低負荷型へと変化することが求められている一方で、多くの寡占市場において、企業はCSRに基づく行動を採用するようになっている。そうした戦略的な行動は多様なの産業に拡大し、多くの国の政府にとって競争政策の運用に際して無視できない大きな存在になっている。本研究では、戦略的CSRに基づく企業行動が「市場の失敗」による厚生損失を緩和し、同時に企業の利潤を拡大する状況を解明しながら、市場形態に応じた環境規制の望ましい水準とその在り方を模索する。また、環境規制と企業の戦略的CSR行動の下での望ましい競争法の適用について理論研究の蓄積を進める。こうした知見の蓄積がより望ましい競争政策のガイドライン作成のための基盤となる。研究期間１年目の令和４年度においては、まず寡占企業の環境R&D投資モデルや競争政策を理論的に分析した文献ならびに企業の社会的責任に関する文献を丁寧に調査（サーベイ）し、最新の研究動向を把握することにつとめた。また、企業の環境CSRに関する志向を決定づける要因にも注目しながら、企業のCSRに基づく環境R&Dモデルの基礎分析も試みた。これらの基礎段階での研究成果は、次年度以降において、国内外の大学などで開催される研究会や全国規模の学会などで報告してより一層の精緻化と拡充を図る。そのうえで、国際的に評価される査読付き学術雑誌へ投稿し、受理・掲載されるようにつとめる予定である。
