项目摘要

本研究では、近年の環境財の貿易自由化と発展途上国への環境財生産企業の直接投資の拡大の動きを踏まえて、「環境産業が国際的な寡占競争下にあるとき、貿易を通じた環境財の普及と国内環境産業の発達の観点から、どのような環境政策や貿易政策が有効か。また、それらの政策はどのような水準に設定されるべきか。」を明らかにする。具体的には、(Ⅰ)環境財輸出国と輸入国の環境産業における対称的、非対称的な自由参入退出、(Ⅱ)環境財輸入国への直接投資を通じた生産技術のスピルオーバーとその吸収能力、という視点を分析に組み込むことで、環境政策や貿易政策が環境財の輸出国や輸入国の経済面、環境面に与える影響について、この分野の研究に新たな知見を加えることを目指す。令和４年度は、海外の査読ジャーナルであるResource and Energy Economicsにおいて"Optimal Policy for Environmental Goods Trade in Asymmetric Oligopolistic Eco-industries"を公表した。この論文は、先進国から環境財を輸入する発展途上国を想定し、輸出国と輸入国の環境産業における参入退出が非対称的なケースについて、国内汚染排出産業への排出税、国内環境産業への補助金、環境財への輸入関税などの効果と望ましい政策水準を明らかにしたものであり、本研究課題の目的（Ⅰ）に関する論文である。また、本研究課題に関連する環境産業とスキル形成に関する論文"Skill Formation and the Production of Environmental Goods: The Role of Public Education"が、日本国際経済学会の査読ジャーナルであるThe International Economyに掲載された。
