インドはこの数十年、高い経済成長率を続けており、一人当たり所得の上昇に伴い合計特殊出生率が低下し、女性の識字率や就学率が上昇している。こうした女性の経済参加を高め得る経済的・人口動態的条件が整っているのにも拘わらず、労働参加率は低下し続けている。また、女性労働者の多くが労働法や社会保障、有給休暇の適用外という意でインフォーマル雇用の状態である。本研究ではインドにおいて、（1）なぜ女性の労働参加が低いのか、（2）政府の実施する政策が女性の労働参加やエンパワメントにどのような影響を与えているのかについて、既存の二次データを用いた実証分析と独自の調査を通じて明らかにする。この目的に向けて、初年度は①データベースの整備及び先行研究レビューと②現地調査の準備を行った。①について、デジタル金融サービスへのアクセスが女性の金融包摂や労働参加、エンパワメントに与える影響を分析するため、大規模家計調査を用いてデータベースの構築を行った。具体的には、インド政府・全国統計局（National Statistical Office: NSO）が実施している「全インド債務投資調査（All India Debt and Investment Surveys: AIDIS）」から、参照期間における世帯レベルの借入先や金融資産の保有先、デジタル金融サービスの利用の有無といった金融包摂に関わる情報や世帯主の属性情報を取得し、実証分析に必要な変数をデータベース化した。その一方で、関連論文のレビューを通じ執筆する論文の学術的な貢献を明らかにする作業をすすめた。②について、次年度に実施するタミル・ナドゥ州に立地する中小零細企業・女性企業家の調査に向けて、インド工科大学 マドラス校の連携研究者とスケジュールや調査項目などについて打ち合わせを行った。
