项目摘要

本研究課題は、出生行動の変化が社会保障に及ぼす影響を明らかにするものである。出生数の変化は中長期的に労働人口を変動させ、現役世代、退職世代のバランスにも影響を及ぼし、様々な社会制度に影響をもたらす。これまでの出生行動の理論論文は出生数を内生的に決定するものか、出産のタイミングを内生的に決定するものであった。出生行動を正確に捉えるためには子どもを持つ時期と出生数を同時決定するモデルが必要であった。この問題を解決したものがUnified Growth Theory（統合成長理論）である。さらに、統合成長理論は人的資本の蓄積も同時に考慮できるように拡張されている。この理論は出生数と出生のタイミングに関しては十分な説得力を持つモデルである。ただし、この統合成長理論は、貯蓄行動と老年期がモデル内に組み込まれていない。そのため、出生事象を中心とした経済事象を十分に説明はするものの、その帰結である資本蓄積の量や年金財政をはじめとする社会保障諸政策への影響は分析することができない。そこで、まずは蓄積行動を、その上で年金制度を中心とする社会保障制度も組み入れ、家計内の生産諸活動（出生のタイミングと数）が貯蓄、そして最終的には社会保障制度へどのような影響をもたらすかを分析することにした。くわえて、特に出生タイミングを分析できる本研究において、どのタイミングの出生行動への支援が社会保障により好ましい効果をもたらすか、さらにはこれだけにとどまらず、代替策となりうる海外からの労働者の受入れの影響とともに比較分析しようとしている段階である。
