「貯蓄から投資」が叫ばれて久しい。日本銀行調査統計局（2021; p2）によれば、2021年3月末時点で、個人金融資産に占める「株式等」および「投資信託」の割合は、米国が51.0％、ユーロエリアが27.8％であるのに対し、我が国は14.3%という低水準である。反対に、「現金・預金」の割合は、米国が13.3％、ユーロエリアが34.3％であるのに対し、我が国は54.3％もの高水準にある。我が国の預金偏重をいかに打開していくかは依然として喫緊の課題である。そのような中にあって、昨今、金融教育やその成果としての金融リテラシーが注目を集めている。OECDでは2008年より「金融教育国際ネットワーク（INFE）」を組織して、政策対話や金融リテラシー調査に取り組んでいる。我が国でも金融庁が2012年に「金融経済教育委員会」を立ち上げて報告書をまとめた他、貯蓄広報中央委員会がホームページで「金融リテラシー・モデル講義」を公開し、また『金融リテラシー調査』を実施している。税制を含めさまざまな施策を講じながら四半世紀近く経てもなお、日本人の金融行動が大きく変わらない中、金融教育・金融リテラシー向上が残された最後のオプションかもしれない。このような状況のもと、我々は、本年度の研究において、金融教育が、人々の貯蓄・資産形成や意識・行動に与える影響を探った。ターゲット変数としては、将来見通しが暗い公的年金を補うものとして2001年に導入された確定拠出年金にフォーカスし、それへの影響を計量経済学的手法で探ることとした。特に、Causal Forestと呼ばれる機械学習のひとつを用いて、データ分析を行ったことが我々の研究の特色である。CFを用いることによって、金融教育の処置効果が多用な異質性、すなわち、個々人の属性に応じてその効果が異なることを発見した。
