2022年度は，研究計画に従い，安達・太田原・野田「自治体効率性に関する研究の課題と展望」『同志社商学』72巻4号，2021年1月，から抽出された研究課題に対して，定量班においては市区町村における行政サービスの効率性評価を行い，非効率をもたらす要因を特定した。具体的には，Simar and Wilson(2007)の提案する２重ブートストラップ法にしたがい，2015（平成27）年の市区町村を対象として非効率性の要因分析を行なった結果，東京23区においては，人口密度の増加が自治体の効率性を阻害する要因となっていることが示された。一方，その他多くの自治体では，人口密度の増加が自治体の効率性に寄与していることも明らかとなった。以上の研究成果は安達・野田・太田原「市区町村の効率性評価：東京一極集中の限界」として日本経済研究センターの『日本経済研究』へ投稿中である。定性班は自治体のスマート化・ＤＸ化の実態調査を進め，豊中市，宇部市，大阪府，高知県の事例についてヒアリングをおこない，デジタル化推進計画の実施状況，推進組織，業務効率化の指標，ＡＩやＯＣＲシステムについての活用状況，デジタルデバイド対策などについて情報収集をおこなった。その結果，2023年度に予定している自治体のＴＱＭ強度と生産性の関連についての測定アンケートの内容について見通しを立てることが出来た。具体的には，組織構造と意思決定プロセスによって自治体を類型化し，各パターンごとにDXの進展や生産性・効率性との関連についての定量的な評価である。
