项目摘要

本年度は以下の3つのテーマで研究を実施しており、それぞれの状況を説明する。(1)日本の道路：国が2014年度以降とりまとめている道路・トンネル・橋梁の点検結果を収集し、道路の維持管理施策の実施状況を点検結果から捕捉する方法を検討した。そして、検討した方法に基づく予備調査として、道路施設の点検結果が相対的に悪い都道府県を抽出したうえで、当該都道府県の道路施設の点検結果を施設単位で統合する作業を実施中である。(2)アメリカの道路：加藤（2021）における分析の改善も含めた数年間にわたる本研究の成果の一部を発表する機会を得て、加藤・中村（2022年12月）となった。そして、最新の関連文献のサーベイとともに州レベルのデータを収集し、それらの内容を論稿にまとめた（2022年11月）。また、アメリカでも燃料税関連の収入が大きく減少しており、各州は燃料税の引き上げ、道路利用課金（Road Usage Charging、RUC）の導入および有料制の導入によって対応していることがわかった。加藤・安部（2022）は、そのうちの有料道路の導入が増加している現状を紹介しており、23年度以降の分析のヒントとなっている。(3)日本の行政活動における近隣効果（相互参照行動）：本年度は邦語論文9編（社会保障4編、財政系4編、観光系1編）をサーベイした。近隣効果が生じる要因の有力な仮説として、当該自治体の投票権をもつ住民がサービス水準を他自治体と比較し評価することで、自治体政策決定者は他自治体のサービス水準を重要視することになり、政策に相互関係が生じるというメカニズムがあることがわかった。
