项目摘要

本研究はウェルビーイングに対する福祉政策と社会関係資本の効果を検討するものである。令和4年度は研究計画初年度であるため、まずは福祉政策の主要な指標である公的社会支出の対GDP比と、ウェルビーイングに大きく影響するとされる主観的insecurityに注目し、これらの関連を国際比較分析で検討した。さらに、もう一つの重要な変数である社会関係資本が、社会階層によるウェルビーイング格差に与える影響についての国際比較研究も行っている。前者の研究では、質が高い国際比較データとして知られるEuropean Social Surveyから17か国のデータを用いて、国レベルの変数が主観的insecurityに与える影響について検討した。分析の結果、公的社会支出の水準が高いと主観的なinsecurityが低い傾向があるのに対し、公的社会支出の変化が意図せずして主観的なinsecurityを高めてしまう効果も明らかになった。また、後者の研究では、同じくEuropean Social Surveyから2002-2019の29か国のデータを用いて、社会関係資本の中心的な指標である社会的信頼が、社会階層によるウェルビーイングの格差を縮めるか否かに関する分析を行った。本分析では、社会階層を従来から社会階層論で重視されてきたclassとstatusの両面について、ウェルビーイングの格差が生じていることを示した。そこで社会的信頼がウェルビーイングの格差に与える影響を検討したところ、社会的信頼ウェルビーイングに性の効果を持つことに加えて、社会的信頼がclassやstatusの低い人々のウェルビーイングをより急激に押し上げることから、ウェルビーイングの格差を縮小する効果があることも明らかになった。

This study discusses the effects of social policy and social capital on social development. In 2004, the main indicators of social welfare policy in the initial year of the study were compared with GDP and its impact on social security.
