本研究は「重層的支援体制整備事業」（社会福祉法第106条の4）の一要素である「地域づくりに向けた支援」に焦点をあてた地域アセスメントの視点・方法を、地域福祉（社会福祉学）を基礎に、経済人類学、ジェンダー学との学際的アプローチにより再考する試みである。その方法として、二つの研究対象地域を設定し、事例研究を行う。当地の実践者（コミュニティワークを行う者）が地域住民と創り出す地域アセスメントを、研究者が伴走的に支えつつも客観的に評価する。また、研究者がもつ客観的知見を、適宜実践者を介し地域住民に還元する。そのことで地域の文脈に応じた地域アセスメントの個別具体的方法を見出す。当該年度は、研究対象地域の概要把握、国内外の先行研究と他分野の方法論の整理、研究の理論枠組み（岡村重夫、C.B.ジャーメイン、P.ブルデュー、J.バトラー等）の整理を行った。また、本研究の足掛かりとなった2021年度の共同研究（東京通信大学助成）の成果をまとめ『東京通信大学紀要 第5号』に報告した。さらには同紀要に、分担研究者（髙橋玲）の論文「地域福祉の問題解決に資する「非制度的資源」の派生的機能（副題省略）」を報告した。事例研究としては、研究対象地域の一つ、江東区でのプレ調査を行い、令和5年度の本調査への道筋をつけた。既存の地域アセスメントは、社会福祉学の認識枠組みに影響を受け、個人の生活問題の解決のために即時的に活用できるフォーマル（定型的/制度的）な社会資源に着目する傾向がある。ゆえに、地域社会に潜在化している固有の問題や、インフォーマル（非定型的/非制度的）な社会資源の把握にまで深く目が及ばないことがある。また、その地の住民が自ら地域アセスメントを行うという観点が抜けがちである。既存の地域アセスメントを補完する枠組みの構築を目指すことは、国の「地域共生社会」政策の具体化にもつながると考えられる。

This study focuses on "regional support" as one of the elements of "multi-level support system preparation"(Article 106 - 4 of the Social Welfare Act), and reexamines the perspectives, methods, and foundations of regional welfare (social welfare), economic anthropology, and interdisciplinary research. The method of research, the setting of the target area of research, and the case study are carried out. Local practitioners (practitioners), local residents, and researchers are invited to participate. The researchers are interested in the knowledge of the visitors, and the practitioners are interested in the local residents. The specific methods of regional integration are presented.
