今年度は、これまで行ってきたスウェーデンのパーソナルアシスタンス制度に関わる文献研究とインタビューによる調査研究の結果内容を整理・分析して、スウェーデンのパーソナルアシスタンスの意思決定支援制度の仕組みを整理した。この結果、スウェーデンは事業所が関与する意思決定支援の形態が一般的であることを明らかにした。すなわち、社会保険事務所という国の支給決定を受けた利用者のパーソナルアシスタンスの利用実態を統計データから分析すると、スウェーデンでは、利用者が自ら給付金を管理し、パーソナルアシスタントを直接雇用するのは、わずかに過ぎないことが明らかになった。また、多くは企業やコミューンと呼ばれる自治体、場合によっては自立生活センターのような協同組合の仲介でパーソナルアシスタンスを利用することが分かった。スウェーデンの自立生活センターは協同組合という形態を取っている。すなわち、利用者が給付金を自己管理するのではなく、協同組合が給付金の管理を支援するという形態である。具体的には、パーソナルアシスタントへの給与の計算、支払い、税の控除、書類提出、保険の支払い、行政との交渉などの対応を協同組合の各部署が担当、行政との交渉や裁判での訴訟の際には顧問弁護士が支援をするという形態であることが明らかになった。知的障害者の場合は、パーソナルアシスタントの募集、採用、勤務調整、コンフリクトの解決、緊急時の対応などはパーソナルアシスタントがその役割を担い、それに応じた給与を得ることが明らかになった。パーソナルアシスタンスの制度上の課題としては、1）介助者の勤務調整の問題、2）家族の関与が過剰になるという問題、3）権利擁護にかかわる問題、4）雇用の保障という課題、5）パンデミックとパーソナルアシスタンスの課題があることが明らかになった。
