项目摘要

本研究は、小規模若者支援団体の実践における若者支援の実態と個々の若者のニーズに即した支援と学びに資する実践のあり方を探るものである。初年度である2023年度は、①若者支援団体・当事者団体の全国交流会に参加した団体の分析、②2年目以降のヒアリング調査に向けてのパイロット調査を実施した。第一に、小規模若者支援団体の全体像をつかむために、若者支援団体・当事者団体の全国交流会として2006年から継続的に開催されてきた若者・ひきこもり協同実践交流会（若者協同実践全国フォーラム主催）の記録にもとづき、若者にかかわる小規模団体の全体像を把握した。その分析の結果、小規模若者支援団体の活動は、地域・主催者・参加する若者によって多様に展開されていた。大規模な若者支援団体の活動は、地域若者サポートステーションなど国・地方自治体の委託事業を受けて実施することが多い。そのため、活動内容・対象が限定される傾向にある。それに対し、小規模若者支援団体では活動に占める委託事業の割合が相対的に低く、自主事業として活動をしていることも多いために、多様な活動内容が存在しそれとともに、活動内容・対象に冗長性がある。また、冗長性が高く、活動の内容や目的が固定的・明示的にせずに実施しているために、スティグマを付与しないかたちでの参加を可能にしている側面がある。その結果として、政策的課題ではとらえきれていない、当事者あるいは地域のニーズに個別具体的に応えていることがその多様性につながっていることが見えてきた。第二のパイロット調査としては、財政規模500万円以下で20年間活動を実施してきた若者支援団体に、活動開始の契機・展開・活動終了に至る経緯について詳細な聞き取りをおこなった。そこからは、活動の拡大が運営者の負担につながり、それが活動継続のネックになりうること、活動の長期化に伴い後継者問題が登場することが見えてきた。
