急激な人口減少の下、学校の小規模化が問題になっている。小規模化する学校の存否は、子どもの教育保障とともに地域の将来にも関わる。人口減少社会において、学校を地域のインフラとしてどのように機能させ、地域の公益を実現させていくのか。本研究は、この問いに対して、日本と同様人口減少が進む韓国の取組みに着目してアプローチする。韓国政府は、同じく学校の小規模校化が進む中で、学校統廃合に財政支援を行うと同時に、統廃合しても小規模校であり続ける状況を受け、田園学校事業（2009～2014）をはじめとする小規模校活性化策を日本に先駆けて導入しており、先行事例として位置づけることができる。結果的には、小規模化に抗えず、農山漁村の学校の半数以上は、1982年から2020年までに廃校か分校に改編されている。だが、そうした厳しい現実のなかで、分校から本校に昇格した学校や児童・生徒数のみならず、地域の社会増がみられる事例がある。本研究は、こうした事例に着目し、学校や地域の特性を分析し、活性化をもたらしている要因、一過性ではなく取組みが継続している要因を抽出する。そのために4つの分析観点を設定している。すなわち、①学校特性②学校と地域をつなぐプラットフォーム③若者の視点からの事例検証④地域特性である。2022年度は、②に焦点をあて、学校と地域の協働関係を構築する概念として教育エコシステム、仕組みとして学校協同組合に関する分析を進めた。韓国では、両者の関係を再構築するのに、エコロジーの概念を援用し、教育主体間のガバナンス改革に着手し、同時に、ボランタリーなアソシエーションによる仕事づくりを含めた地域づくりがおこなわれ、そのための法整備が進んでいることを把握した。
