今年度は、文献研究と資料収集を進め、ニュージーランドの高等教育機関において、学生・留学生のウェルビーング保障がどのような枠組みのもと実施されているのか、制度的枠組みを明らかにした。ニュージーランドにおいては、教育サービス提供機関が、学生を受け入れるために遵守すべき学生支援の服務規程が定められており、受け入れ環境の整備が教育の質保証の枠組みの中で展開してる。特に留学生受け入れに関しては、服務規程に沿うことが、学生受け入れの条件とされている。2021年には、従来別々に設けられてきた国内生と留学生に対する規定が統合されており、こうした各規程の整備やその変遷には、留学生・国内生の福祉や、その福祉の保障における大学の役割に関する社会的理解の変化が影響していることが予想された。そのため、背景要因を整理し、2021年の統合が学生の権利や安全の保障にとってどのような意味を持つのかを考察した。さらに学生の権利や安全の保障のための各国の現状について、新型コロナウイルス感染症下の各国・各大学の対応状況を整理することで明らかにし、各国に共通した状況と、日本の独自状況とを整理し、課題を指摘した。留学生の権利や安全が留学先国では十分には守られにくいことは、以前から指摘がされてきた状況であるが、コロナ禍の初期段階においては各国でそうした状況が発生しており、留学生は、社会的危機状況において、さらに安全が脅かされやすい学生層であることが確認された。また日本においては、留学生支援おいて大学が担う役割範囲が広く、さらに大学に対して、学生の保護者的役割や管理的機能が期待されやすい一方で、学生自身の権利に関する議論が乏しいことが特徴として示された。
