災害避難所では、安心できる居場所（空間・時間・仲間）を作ることが、復旧や復興につながるものであると思われる。しかし、避難所の状態によって、子ども・保護者に対する対応を十分に配慮出来ないことが想定できる。2022年5月から11月にかけて、全国の620名の教職員（小中高）を対象に、学校避難所の実態について調査を行った。その結果、学校が作成している『災害対応マニュアル』に、避難所対応を明記し、「子どもの声が騒がしい」などの苦情への対処や環境改善などを想定していると答えた教職員はわずか57名（9.2％）であった。一方で、もし学校が避難所になった場合、「子どもの居場所を確保する」と答えた教職員は377名（61％）と意外に多く、いざとなれば必要な方策であると考えていることも分かった。しかし、その際に必要な玩具等を学校が保有しているかなど、子どもへの具体的な対応を想定している教職員は35％程度しかないという実態が明らかになった。そこで本研究では、次の３つの段階を想定して、避難所対応を考える。（フェーズ1）被災後、避難所が開設されて間もない状況、（フェーズ2）避難所の自治が開始され、ライフラインが復帰し始めた状況、（フェーズ3）大人たちが復旧・復興作業を始めた状況である。特に、大人たちが復興を始めた時期には、子どもたちだけで遊ぶ必要があり、TVやタブレットなどが使える状況であっても、体を動かして遊ぶことや広い場所での遊びの提供が望まれる。しかし、運動場や体育館は使えず、安全を確保しないといけないこともあり、この対応策が本研究の柱である。そのため、2022年11月に徳島県内の中学校で「災害時の遊びボランティア」の育成というテーマで出前授業を実施したが、これは生徒だけなく、教職員の意識変革に資するという結果を得た。また、マスコミの取材もあり、次年度以降の研究の広がりに手ごたえを感じている。
