本研究のテーマは、へき地の小中学校教員が、オンライン教員研修を行い、新たな教育課題「フォニックスの習得」に地域全体で取り組むシステムの開発・実践・検証・普及を行うことである。本研究は、以下のADDIEモデルに沿って進められている。Analysis（分析）研究者（大野）は、フォニックスの指導実績に基づき、複数の小学校・中学校教員への聞き取り調査、ICT環境や教材の調査を実施して、分析した。分析の結果、現場教員のニーズに合ったオンライン教員研修の形とは、それぞれのペースに応じて隙間時間に研修できるオンデマンド型を重視することが重要であることが分かった。Design（設計）分析で明らかになった「隙間時間でも研修できるオンデマンド型のオンライン研修」のデザインをした。Development（開発）本研究を実施する三重県南部のA市では、教員が使う指導用パソコンについてWindows11と調査で明らかとなっていたのでPowerPointで研修動画を開発した。この研修用動画は、教員が児童を指導する時にも活用できるようにした。Implementation（実施）　2022年7月に、A市の小・中学校教員が参加してライブ（オンライン）で研修を実施した。上記で開発された教材（研修用動画とプリント）は、A市の全ての学校に配布された。さらに、A市の外国人指導助手（ALT）にも、対面のフォニックス研修を実施し、フォニックス指導を手伝える体制を整えた。Evaluation（評価）2022年9月（2学期）以降に、上記研修に参加したほぼすべての小学校教員が、小学校外国語活動または外国語の授業でフォニックス指導の実践を開始した。多くの教員が、外国人指導助手（ALT）とティームティーチングでフォニックス指導に取り組んでいることが、聞き取り調査で明らかとなった。

This study focuses on the development, implementation, verification and popularization of the new educational topic "learning" in primary and secondary school teachers.
