青年期の発達障害者への支援プログラムの現状を把握し、効果と問題点を検討することを目的として、研究1である「発達障害の特性をもつ青年期の支援プログラムの実態調査」を行った。実施方法としては、web調査とインタビュー調査を用いた。東京都、千葉県、埼玉県、神奈川県の各自治体の発達障害者支援事業を管轄する部署、および青年期の発達障害に関する相談窓口をwebサイトから抽出し、相談内容、利用が可能な支援サービス、支援サービスの内容について精査した。加えて、一部の自治体の担当者にインタビュー調査を行った。その結果、多くの当事者にとっての最初の窓口であるwebに掲載されている情報に、質量ともに自治体間での差が大きいことがわかった。東京23区に限定すると、自治体が義務教育終了後の発達障害者に支援サービスや支援プログラム参加の相談「窓口」として掲載している数は371か所あり、また自治体によっては2か所から48か所と差が大きかった。また、「窓口」を標榜する際の基準も不明瞭で、単に福祉サービスの利用の申請窓口としての機能だけなのか、それとも直営の支援プログラムのインテイク面接につながるような窓口なのかは、わかりづらいものとなっていた。自治体直営の支援プログラムの有無についても、標記がある自治体とない自治体があったため、さらに支援プログラムの内容の実態を把握するのは困難が大きいと考えられた。以上のことから、当事者であれば、相談窓口にたどり着くことが困難であることが推測された。インタビュー調査からも、当事者からの相談窓口へのニーズや相談希求の段階で、都市部と郡部での違いが大きいことが分かった。
