積雪都市では古くから、降雪・積雪時期でも歩行可能な雁木通りが形成され、近世以降の歩行空間ネットワークを形成し、積雪・雨天時の歩行のほか、物品販売やコミュニケーションの場としても機能してきた。しかし、近年空き地の増加や建替えなどにより、雁木が不連続になる箇所が増え、歩行空間ネットワークとして機能しない状況になっている。本研究は、雁木通りを積雪都市に不可欠な歩行空間ネットワークと定義し、雁木・雁木通りを公民連携で現代版雁木通りとして再連続化させる際の現代的役割・効用と、多様化する雁木に対する地元地域理解とインセンティブを明らかにすることを目的としている。私有財産である雁木や雁木通りに関わるのは、地域住民や企業等地元関係者、行政内の複数部署にまたがる。関係者の意向を把握し、明らかにした現代的役割とともに今後の合意形成に活用できるようにする。また、積雪都市においては私有財産である雁木を基礎とした歩行空間ネットワークをまちなか形成施策の一つとして位置づけることを目的としている。具体的には、まちなか形成を進める際、私有財産である雁木・雁木通りで作られる空間を行政施策と民間整備の公民連携で実現できるのか、多様化した雁木で現代版雁木通りとして再連続化させられるのかの2点を明らかにする。R4（2022）年度は、「現況データベースの整備と仮設立案に向けた調査」を主眼に実施した。H29年度以降の蓄積として「多様化した雁木の構法（木造、S造・アルミ造、RC造、複合（鉄骨＋木造）、不燃材料貼）」や「行政による地域地区指定状況の収集」があり、これを基礎として「R4年度の現況確認調査」を実施した。また、「小中学校の通学路の指定経路」について、長岡市の長岡地区、栃尾地区について入手し、GISデータとして整備した。
