本研究は、旧軍用地の大学等のキャンパスへの転用実態とその背景が如何なるものであったかを解明するために、個別事例研究と横断的研究の双方から、（１）なぜ、その旧軍用地を転用することとなったのか？（２）どのように、その旧軍用地を使用してきたのか？（３）その旧軍用地を使用することで都市構造や市街地形成にどのような影響が及んだか？の３点に対して具体的に検討をしていくものである。また、転用の背景には、大学側（罹災学校の代替、大学昇格に向けた拡充など）だけでなく地域側（軍都から学都への転換などの政策）の事情もあるため、両側面から考察を加えることとしている。令和4年度は、全国の国公立大学の校史等を収集し、終戦時の旧制前身校の校地位置、罹災状況、終戦直後の授業実施状況、新制移行に向けた動き、戦後の校地変遷、旧軍用地転用に至るまでの経緯、旧軍用地の使用実態などの整理を試みた。また、併せて、各都道府県史および各都道府県教育史、校地の存する市町村史、戦災を受けている場合は戦災復興誌などの収集もおこなった。
