本研究の目的は，新型コロナウイルス感染症による緊急事態宣言を自然実験とみなし，緊急事態宣言の内食・中食・外食需要に対する因果効果を明らかにすることである．そのために，月別・都市別の時空間データに一般化加法モデルの需要関数を適用することでアウトカムの時空間相関を考慮した上で，中断時系列デザインによる因果推論を行った．分析の結果，緊急事態宣言発令の効果として，発令前と比べて外食需要は74.0～89.6%減少したのに対して，内食需要は17.4～19.7%増加し，中食需要は5.7～10.6%増加したこと，また内食・中食・外食需要いずれについても，緊急事態宣言の実施期間が最も長い都市類型で効果の絶対値が最も大きいことがわかった．さらに，緊急事態宣言発令によって一旦変化した需要は，宣言解除によって発令前の状態に完全に戻ったわけではないこと，なかでも中食需要は，その手軽さからか，宣言解除後も特に減少しにくいことが示された．本研究では，時差が小さいほど時間効果が類似していることと，距離が小さいほど空間効果が類似していることを同時にモデルに反映させた結果，より現実的な因果推論が可能になったといえる．もともと食料のなかで最も代替されやすいという外食の性質も相俟って，緊急事態宣言発令という未曽有の外生的ショックにより，外食から内食や中食へ大規模な需要のシフトが起こったと考えられる．本稿における因果効果の推定結果は，国や地方自治体による飲食店への支援施策に一つのエビデンスを与えるものである．

The purpose of this study is to clarify the causal effects of emergency declarations on internal, internal and external food needs in new types of infectious diseases. The time and space correlation of the interrupted time series is considered and the causal inference is made. The results showed that the emergency declaration had a significant effect on the food demand, which decreased by 74.0~89.6% compared with the food demand before the emergency declaration, increased by 17.4~19.7% compared with the food demand before the emergency declaration, and increased by 5.7~10.6% compared with the food demand before the emergency declaration. The implementation period of emergency declaration is the longest, the city type is the longest, the effect is the longest, and the absolute value is the longest. When an emergency declaration is issued, the state of affairs before the declaration is lifted is completely removed. When the declaration is lifted, the state of affairs before the declaration is reduced. In this study, the time difference is small, the time effect is similar, the distance is small, the space effect is similar, and the time difference is small. The nature of the external eclipse is closely related to the nature of the external eclipse. The emergency declaration is issued. There is no exogenous eclipse. The external eclipse is internal eclipse. The large-scale eclipse is necessary. The result of this paper is that the support policy of the local government of the country and the restaurant of the local government of the country is not correct.
