项目摘要

2022年度は、「輸出促進政策の効果①：時系列分析」、「輸出促進政策の効果②：経済連携協定の効果」、「輸出促進政策の効果③：輸出拠点設置の効果」、「農林漁業者所得への貢献」の4つの研究課題のうち、主に「輸出促進政策の効果①：時系列分析」に取り組んだ。具体的には、輸出促進政策の効果を特定する前提として、日本の農林水産物輸出額の決定要因を解明するために、輸出関数と重力モデルの推計を行った。まず、時系列データを用いた輸出関数の推計では、名目実効為替レート指数の係数は、推計期間の長短や従属変数の指標にかかわらずマイナスで統計的に有意だったが、実質海外GDPや相対価格の係数は統計的に有意ではなかった。また、パネルデータを用いたポワソン疑似最尤法（PPML）による重力モデルの推計では、訪日外国人数の係数はプラス、輸出先の関税率の係数はマイナスで、いずれも統計的に有意だった。このため、最近の輸出増加の主因は、時系列データでは円安、パネルデータでは訪日外国人数の増加と結論づけられた。
