１年目となる本年度は、コロナ禍の収束が見通せないことから、来年度以降の現地調査に向けて文献調査を中心に実施した。具体的には以下の作業を行なった。１　カナダ政府が２０１９年に導入した「地方・北部地域向け移民受入パイロットプログラム（Rural and Northern Immigration Pilot, RNIP）」に関する詳細および対象地域の市町村に関する情報を、第１次資料（カナダ政府の文書・自治体の文書・ウェブサイト）および第２次資料（学術論文・報告書・新聞記事など）を通じて収集・閲読した。２　カナダ政府が２０１７年に導入した「大西洋沿岸地域向け移民受入パイロットプログラム（Atlantic Immigration Pilot, AIP）」（２０２１年に正規プログラムに格上げ）の対象地域となっている東部沿岸地域４州における移民政策の動向を第１次資料（カナダ政府および州政府の文書・ウェブサイト）および第２次資料（学術論文・報告書・新聞記事など）を通じて収集・閲読した。この作業は、今後の対象自治体絞り込みに必要な作業である。３　カナダ政府による移民地方化施策に関する報告「移民を地方へ呼び込むーカナダにおける移民地方化政策の動向ー」を２０２３年３月３日に愛媛大学で行われた「移住と共生」研究会において行なった。４　２０２３年度刊行予定の徳田剛・二階堂裕子・魁生由美子編著『地方発　多文化共生のしくみづくり』（晃洋書房）に「移民を地方へーカナダの取り組みー」と題した原稿を寄稿した。
