本研究では、コミュニティベース農業農村組織の組織文化と経営戦略の関係性を、共同体に内在する固有の二元性と地域個性（自然的・歴史的・構造的個性）の形成過程を含めて実証的に明らかにすることを目的としている。本年度は、コミュニティベース農業農村組織の現地予備調査、文献調査、対象事例の選定、作業仮説・調査項目の検討を中心に実施し、成果の一部を公表した。主な実績は次の3点である。第１は、コミュニティベース農業農村組織と地域ネットワークについて検討した。第２は、農地中間管理機構の役割について定量的に検討した。第３は、島根県における生活改善普及事業の展開について検討した。第１は、集落営農法人や農村コミュニティビジネスを主な対象に、組織文化と経営戦略が地域ネットワークを介してどのように展開してきたのかについて、島根県内の複数のコミュニティベース農業農村組織の実態調査を行った。第２は、農地中間管理機構の役割に関するSEMを行い、担い手の確保や農地保全への経路、集落営農との関連性を定量的に明らかにした。また、島根県益田市真砂地区などの中山間地域の公民館活動の実態調査を行い、島根県安来市や美郷町など中山間地域で展開されている地域づくり活動の実態調査を行った。第３は、島根県における生活改善普及事業について農政学の視点から分析し、1951年に衣食住の改善に始まり、1960年代は農業者の健康管理、1970～80年代は農家経営簿の記帳、1980年代後半以降は農林水産物の付加価値化や地域活性化を目的として活動が実施されたことなどを明らかにした。

This study focuses on the organizational culture, management strategy, community, inherent duality, and regional individuality of agricultural and rural organizations, including the purpose of demonstration. This year, we have conducted on-the-spot research on agricultural and rural organizations, literature research, selection of target cases, implementation of research projects, and publication of some of the results. The main achievement is to reverse the three points. 1. Agricultural and rural organizations and regional organizations Second, the management of agricultural intermediate institutions in the service of the division of quantitative inspection. Third, the development of the Shimane Life Improvement and Popularization Project The first is to conduct a survey on the actual situation of agricultural and rural organizations in the rural areas of China, focusing on the main objectives, organizational culture and management strategy of agricultural and rural organizations. Second, the SEM is responsible for the management of farmland management institutions, and the quantitative analysis of the relationship between farmland management and farmland management. Survey of Citizen's Hall Activities in the Central Mountain Area of Shimane, Masa City, Shimane, Anlai City, and the Central Mountain Area of Shimane City Third, Shimane's livelihood improvement and popularization project started from the perspective of agricultural politics in 1951, farmers 'health management in the 1960s, farm management books in the 1970s and 1980s, and agricultural, forestry, and aquatic products payment and regional activation since the second half of 1980s.
