知的障害者福祉就労施設についての類型化と分析を行い、当該施設の特性と問題点を明らかにした。(1)施設類型化による考察結果: 立地特性は、農作業従事を主眼としたこれまでの「郊外型」立地と共に、近年は「市街地型」立地を志向する傾向もみられ、その実現には、市町村の協力による「公有地利用」が効果的であることが確認された。また、通所圏は立地特性に規定される側面が強く「市街地型」施設は「近接型」通所圏となっている。これら相互の関係が、利用者の通所方法選定の要因ともなっており、自力通所促進には、利便性の高い施設立地と通所圏域の適正化が要件となると言える。(2)施設種別による特徴: 小規模作業所は、本来趣味的作業主体のあるいは自由度の保障された施設であるが、併設の場合は授産施設との関連性が強く、授産施設措置の待機施設および定員拡充施設としての実態が確認された。授産施設は、入所授産と通所授産で施設実態は大きく傾向を異にしている。入所授産は、障害判定の中軽度者が中心で就労時間も長く、本来的就労活動が実現していると言える反面、滞留化・高年齢化傾向を示し、また保護者の施設依存傾向も強い。一方通所授産は、重度者比率が極めて高く、就労活動実現の困難な実態が認められる。(3)今後の課題: 行政庁の措置費や補助などの経済的援助はあるが、運営は民間主導であり、各法人の個別性が強いことが利用実態に反映されていると言える。従って、これらを統合する総合的見地からの施設整備計画が急務であり、また、施設間相互をはじめ家庭・地域と連携した受容環境・社会参加環境促進のための施設計画が必要である。

Integrated vision, infrastructure planning, and interaction between facilities are essential for family, regional, and inclusive environments, and for social participation in environmental promotion.
