项目摘要

1980年代後半から展開され始めたグローバリゼーションの核心の一つは、研究開発における国際化である。本研究は、グローバリゼーションがいかに各国の研究開発に影響を与え、それが有機的連関国際的ネットワークを形成するかを研究したものである。その際、世界経済の中で最も急速かつダイナミックな経済成長を遂げてきたアジア諸国において、技術蓄積と技術発展をどう捉えるのか、に着目して研究してきた。またこれら諸国が、独自の技術開発力を確立しうるかどうかのポイントを、「技術移転=技術連関の国際的ネットワークの形成」の有無に評価の基準を置いた。例えば、韓国の場合、技術連関の国際ネットワークは垂直的関係と水平的関係とが混在している中で、次第に水平的関係に向けて移行しつつあるということが明らかになった。具体的には、技術開発レベルを低技術・中技術・高技術に分けた時、低技術分野においては後発開発途上国からの激しい追い上げにより、その比較優位を失いつつあり、中技術分野においては日本に代表される先進諸国の水準に追いつくことができず、高技術分野においては先進諸国の知的所有権による牽制と技術移転の回避によって追いつくのが困難な状況にあるということである。しかし、グローバル化が進んだ今日において、その格差は急速に縮まりつつあり、今後後発性利益の恩恵に浴することで先進諸国に科学技術分野でキャッチ・アップする可能性は高いということも明らかとなった。なお、今回の研究の成果の一部は、1998年10月に科学技術庁科学技術政策研究所主催による「アジアの科学技術政策研究会」において報告した。
