「成長のセンター」と呼ばれて久しいアジア地域は、1990年代に入り大きな転換点を迎えた。それまでの、先進国外資に依存した「外的」経済成長から、アジア近隣諸国同士の経済的関係を強めながら、「地域的」経済成長を目指そうという動きがそれだ。その中から生まれてきたのが、ASEAN自由貿易地域構想である。この構想は、外資を排除するものでは決してないが、比重を域内協力におき途上国同士の相互補完関係を強めることで、高成長を持続させようとするものである。しかし、1994年11月にインドネシアのボゴールで開催されたAPECにおいて、アメリカ主導の貿易と投資の自由化が合意されてから、AFTAの存在意識が薄れてしまうのではないかという危惧が出された。従って、本研究は当該年度において過渡期を迎えたAFTA構想をASEAN諸国がどのように捉えているのか、どのような研究がなされているのか、を調査することにした。そのために、文献・資料の収集やインターネットを利用しアジア各国へのアクセスを試みた。また、日本の研究機関に対してAFTA研究に関する調査(アンケート)もおこなった。その結果、アジア経済・AFTAに関する資料はかなり収集することができたと思う。今後は、これらの資料を細かく分析する作業が残っている。それゆえこの研究は、今後も継続しておこなうつもりである。なお、今年度の研究成果としては、(1)APECとAFTAは、対立関係になるのではないかと思われたが、逆にAFTA設立を加速させる一要因になっていること、(2)AFTA設立は、フィリピンなどの後発発展途上国の経済発展に寄与していること、等を明らかにすることができた点にある。今後は、上記成果をより一層深く分析していくつもりである。
