本研究では、湿原や河川のよって構成される湿原生態系を対象に、環境経済学の観点から分析を行い、生態系保全と地域経済の両立を目指す新たな湿原管理政策を検討した。第一に、コンティンジェント・バリュエーション法(CVM)をもちいて、湿原生態系に対する社会的要求を「金銭単位」で評価した。一般市民850人を対象にアンケートを行い、その結果を分析した。結果は、釧路湿原周辺の土地利用を保全する政策を実施して釧路湿原の生態系を守るために、人々が支払っても構わない金額は、一世帯あたり年間16,414円であった。第二に、この金額一世帯あたりの金額なので、これに世帯数をかけて集計したところ、北海道の一般市民が釧路湿原の生態系に対して持っている価値は、年間361億円であることが判明した。第三に、釧路湿原周辺の土地利用を考察し、生態系保全と地域経済の両方の観点から最も望ましい湿原管理策を検討した。湿原生態系を考慮すると、湿原だけではなく、湿原の上流域まで含めて保護する必要がある。しかし、そのためには、湿原周辺での開発が不可能になることで地域経済は大きな影響を受ける。そこで、釧路湿原周辺の開発を規制したときに地域経済が受ける損失額を地代相当額をもとに計算し、湿原生態系保全政策の費用便益分析を行った。結果は、保護面積が13万ヘクタール前後のときが社会的に最も望ましいことが判明した。これは、社会全体で見たならば、湿原だけではなく、湿原周辺の森林まで含めて保護する必要があることを示している。第四に、以上の分析をふまえ、社会的要求に応じた湿原管理策として、湿原周辺の森林まで含めた保護策を提案し、この保護政策を実施するための条件について検討を行った。
