本研究では,現段階における国有林野の地元利用の全国的概況について,主として共用林野を対象として明らかにし,その今日的意義について考察することを目的とした。まず第一に,共用林野の利用実態について,全国営林(支)局を対象としてアンケート調査を行った。その結果,全般的に利用度が低下し,利用実態としては極めて「静止」的状況にあることが明らかとなった。また,比較的活発な活用事例としては,地元施設団体が山菜採取・生産・加工・販売まで共同で行っている事例が青森,秋田営林局管内を中心に見られ,また,畜産業と関わって,家畜放牧,推肥および飼料としての採草地として活用している事例が多く挙げられていた。次に森林レクリエーション事業的国有林野利用といった「新たな国有林野利用」が数多くみられる新潟県六日町営林署管内の共用林野組合を対象として事例調査を行った。その結果,1970年代前後を境として地元住民の生活はそれまでの農林業的国有林野利用から,スキー場という「新たな国有林野利用」に密度に関わるようになっているが,この開発が外部資本による単独経営という形で進められたため,地元側が経営に参画するなどの展開は見られず,結果として国有林との関係は極めて希薄なものとなっている。そのような中で,近年では登山やキャンプの目的で,国有林野への観光客等の入込みが増加しており,少なからぬ共用林野組合がこれに自主的に対応し,国有林野の管理に協力していることが明らかになった。以上のことから,国有林野の地元利用実態としては「静止」的であるものの,観光地近隣等,場所によっては国有林野の保護管理に重要な貢献をしていることが明らかとなった。しかしながら,国有林当局等から積極的にこの役割が位置づけられているとは言い難く,このままでは国有林野の重要な末端管理組織を失うことになる。
