本研究では、幕藩領主層が年貢米の運輸手段である廻船を如何にして調達・編成したかについて、丹後天領と長門萩藩を対象として検討した。この問題に関しては「全国的廻船市場の成立」が重要である。これは、江戸・大阪の二大中央市場において、廻船問屋を介して必要な質・量の廻船を調達できる状況で、元禄期以降に成立を見た。この結果、幕府や諸藩の多くは廻船調達を安定的に実現可能となったのである。では、対象地域ではどの様な影響が見られたのだろうか。丹後を含む北国(山陰〜東北)地域は、海運業の後進地域で、近世初頭には必要な廻船を領内で完全調達できず、初期豪商の海運力に依存する反面、領内廻船を保護育成する必要に迫られていた。その結果、正徳期頃までほぼ独占的に同地の廻米を請負い、廻船集団を形成するまでに成長したのが丹後国熊野郡の湊宮廻船であった。ところが、廻船市場の成立で、良質の大型廻船が上方で調達可能になった結果、中型船主体の湊宮廻船はその特権を否定され、ついに廻米分野から完全に締め出され、以後、衰退の道をたどっている。これに対して、萩藩の場合は対照的だ。萩藩領は瀬戸内海に面した海運業先進地域に該当し、藩では早い段階から領内廻船を把握・編成して、一種の役として半強制的にこれを雇船し、完全に藩内船で廻米を遂行していた。この防長廻船は、元禄頃から大型化するものが出現し、大阪・江戸の廻船問屋との関係を強めて、廻船市場の一翼を担う存在に成長していき、結果、船主の中には、船籍を偽称するなど、藩の雇用を忌避する動向が見られ始める。領内廻船の活動が活発化する一方で、藩はその掌握・調達が困難な状況に直面したのである。以上のように、近世初中期の領主海運の編成は、廻船市場の成立を軸に、領主層・廻船の双方に影響を及ぼしながら、地域により多様な展開を示していったと考えられ、今後、実証的研究を蓄積して総体的な検討を試みたい。
