项目摘要

本年度において実施した首題の研究は、考察対象を主に1937年の日中戦争勃発から1945年の敗戦にいたる中国本土(就中、長江下流域)に設定した。(1)中国第二歴史档案館所蔵の「華中水電公司」文書、(2)電力中央研究所図書館所蔵「大東亜電力懇談会」文書などによって判明した事実、及び研究史的な課題は、それぞれ下記の通りである。第一に、当該時期の中国電力産業は、抗日戦争前に一定程度の量的・質的発展を遂げた外資系・民族系の発電所を、基本的には日本軍及びこれの指導・管轄下にあった「華中水電公司」が接収・運営したものであった。従って、日本及びその「傀儡」たる汪兆銘政権支配下にあっても、生産力的な基礎は1937年以前における到達点によって規定されていた。また第二に、外資系発電所、とくにその最大規模を誇る上海電力公司の場合、生産力のピークは戦争勃発後の1939年であった。これは、国際共同管理下にあった上海公共租界が戦時でも安全を確保し、所謂「孤島の繁栄」を継続させていた事と密接に関わるが、電力資本側からこれを分析すると、日本炭・満州炭に依存できなくなった上海石炭市場の動向に対処すべく、オーストラリア・インドなどから石炭運搬を推進して危機に対応したアメリカ資本の在り方こそが指摘されるべきであろう。そして第三に、日本側が租界を含めて支配するに到った1941年12月の太平洋戦争勃発以降、主に石炭不足を原因に電力生産量は減少傾向を示し、「シ-レーン」喪失とともにその動向は深刻化していった。1937年からの戦争で直接的な被害を受けた資本のみならず、租界あるいは占領地での「繁栄」を謳歌した「漢奸」と称される資本でさえ、1940年代半ばに近付くと、対日離反の姿勢を示すに到るのであった。これは「対日協力者」のイメージを変更させる可能性も示す。これら諸点については、一次史料の発掘・分析を重ね、今後も研究を深化させたい。
