项目摘要

小学校の初等教育期間では、非認知能力、危険察知能力、危機管理能力という安全教育における重要な３つの能力を育む時期であり、防災教育を実施する上で大変重要な時期であるが、実情として防災教育が教員の精神的・体力的負担となっており、そのストレスによって防災教育へのモチベーション低下、他教科や生徒への悪影響などにより、防災教育を含む教育の質の低下に繋がる「防災教育の負のスパイラル」が懸念される。本研究では、小学校教員の負担増の原因となっている「防災教育は特別に実施する必要があるもの」という概念を払拭し、防災教育を含む各教科の授業の質の向上を図るカリキュラムマネジメントに資するための各教科内容に沿った、授業の中で実施可能な防災教育を検討するとともに、そのための教員向けのeラーニング教材を開発することを目的とする。初年度である本年度においては、まず、全国の小学校教員を対象としてアンケートを実施し、小学校における防災教育の現状調査を行い、防災教育の実施頻度や実施方法、実施内容などの現状を把握するとともに、小学校における防災教育の課題点や、防災教育を実施する上での教員の悩み、初等教育で求められる防災教育への要望などについて調査する予定であったが、新型コロナウイルス感染症の学校現場での教員の負担と、通常と異なる環境下での調査結果にバイアスがかかってしまうことが懸念されたため、次年度に延期することとした。また、小学校の主要な教科書内容を精査し、低・中・高学年別に各教科における特徴を把握する調査を開始し、防災教育と連携できそうな内容を選出することに着手した。この調査は次年度も継続して行い、地震、台風、水害など、どの自然災害の防災教育内容と関連しているのかを調べ、それぞれカテゴリー分類を行う予定である。
